The response y at any time depends only on the excitation at that time and at an earlier time. Therefore the system is dynamic and causal.
If the excitation is bounded, the response is either zero or the sum of a bounded response and a delayed version of that same bounded response. Therefore the response to a bounded excitation is bounded and the system is BIBO stable.
