This is technically a subjective question, but the following can be listed as Justinian's most impressive accomplishments. His Code of Laws had a long-lasting effect and became the standard for the administration of justice systems through the nineteenth century. His construction of the Hagia Sophia cathedral was not only an architectural wonder but also a magnificent landmark, so much so that it was retained by the Ottoman Empire (albeit, converted from Christianity) and still exists today. Militarily, his attempt to reconstruct both halves of the empire was hard-fought but ultimately fruitless.
