Strategies supporting families who are homeless and/or impoverished include making sure that all young children from families with low income enter school with skills that they need to learn. In addition, investing in infants, toddlers, and their families through expansion of Early Head Start services is critical. Policies also need to be developed that strengthen parenting and include attention to low education, poor work histories, substance abuse, and domestic violence.
