One of the chief complaints against management in a traditional mass manufacturing setting
was the potential for arbitrary and capricious treatment by supervisors. Consequently, unions
pushed for the use of seniority as an objective criterion for making job-related decisions such
as work and job assignments, promotions and wage increases, as well as determining the
order of layoffs. Seniority is preferable to other methods such as merit or performance-based
systems because it cannot be easily manipulated, it is visible and known to many, and thus
protects workers from ill effects of supervisory bias and favoritism.
