Big business interests are promoted at different governmental levels through the utilization of lobbyists and political contributions. The small business has fewer financial resources than a large business, and Congress decided to protect the interests of the small business owner. Smallness is a relative term in that being an organization that is dominant in one industry, say construction, is different in terms of employees and revenues than an organization that is dominant in retailing. Industries are different, so smallness guidelines must vary. The SBA is basically drawing a line in the sand in terms of which organizations will qualify for special assistance, because they don’t have the resources of larger organizations.
