Define the following terms:
Highly qualified special educator -teacher who has state certification as a special education teacher and is not teaching a core academic subject. Since NCLB, a teacher of a core academic subject (e.g., English) must meet the criteria under NCLB and his or her state to be highly qualified in a core academic subject (pass state test in English content area or have educational background in content area). Teachers who work with students with disabilities who are assessed against alternative achievement standards must demonstrate competence as an elementary teacher even if he or she teaches secondary students there are also requirements for teachers teaching multiple subjects. Each state determines certification requirements for special education and general education core academic teachers.
Scientifically based research-students IEPs are to include a statement of the special education, related services, and supplementary aids and services. This instruction and delivery of services are to be based on scientific research when possible which is similar to the mandate in NCLB for all students. Scientifically based research applies to rigorous and systematic methods that validate instructional procedures
Universal design - the concept of universal design originates from architecture and product design to allow all people to use and benefit from structures and products without extensive accommodations or restructuring. This concept has been applied to learning—universal design for learning (UDL), which calls for (a) multiple ways for students to acquire information and knowledge, (b) alternatives to demonstrate what they know, and (c) students to become engaged in learning and increase motivation
