This is problematic for a few reasons. First, it means that it is impossible to keep the harm from happening. More importantly, it makes this behavior hard to capture, as harm does not always become immediately evident with this form of abuse. Lastly, just because it has not yet caused harm, does not mean that it will not cause harm if it continues. The behavior itself is still abusive.
