Using fraudulent documents, the fuel oil scam capitalizes on the fact that the tax on the oil is paid by the end user. The "daisy chain with a vanishing point" scheme transfers ownership through wholesalers to an end point. But the end point –the retailer—does not exist so the tax never gets paid.
