Identify and explain four of the changes guiding current Head Start programs as mandated by new rules published in the 1993 Federal Register. How do these changes impact the delivery of Head Start programs?
What will be an ideal response?
New rules include the following: (1) a model designed to locate and serve young children with disabilities and their families, (2) development of Individualized education programs (IEP) for each children, (3) quicker screenings of children suspected of needing special services, (4) revised evaluation procedures for determining eligibility for services and special education, and (5) establishment of disability services coordinator who is responsible for oversight of the delivery of services. These rules require a detailed and comprehensive plan to deliver services which must include a full range of activities and services provided to other children. This plan must also provide a transition plan from infant to toddler programs into Head Start, as well as a plan for exiting Head Start to the next placement.
