Mortality occurs because some people fail to show up, other people may depart or drop out before the completion of the program. Mortality may or may not be related to the content of the development program. To avoid a distorted view of the program's effectiveness when mortality is of concern, assessments should include both those who depart or drop out and those who complete the program.
