Examples include Pablo Escobar of the Medellin cartel and Nazario Moreno of La Familia Michoacána. Escobar built houses for slum squatters and soccer fields for young men. La Familia gives food and money to poor residents, and builds schools and recreation facilities. Don Jaime of the Herrera Family built hospitals, and built a sewer system, streetlights, and town square in the village of Santiago Papasquiaro, where may of the opium farmers lived.
These drug bosses do this to curry favor with the ordinary people, especially the ones who work in the trafficking industry or who reside in the trafficking areas. Their objective is to protect and further their trafficking business by providing good things for the people, sometimes including quasi-governmental services such as protection from guerillas.
