Why does invented spelling require more advanced language skills than mock writing?

With mock writing, the child is making general markings that in some ways resemble adult writing. However, the child is not writing actual letters or words. In contrast, invented spelling requires some knowledge of which letters make which sounds. The child, thus, uses letters to show what the words sound like to him. For example, a child knows the word car is pronounced with a k sound. So the child spells the word as kar.
