* Risk Principle—target higher-risk offender (WHO)
* Need Principle—target criminogenic risk/need factors (WHAT)
* Treatment Principle—use behavioral approaches (HOW)
* Fidelity Principle—implement program as designed (HOW WELL)

Evidence shows that when these principles are adhered to, the outcome for delinquency cases is greatly improved. These principles are important to consider when making diversion decisions.
