1 . Core organizations. These tightly centralized and usually international organizations are involved with virtually all aspects of drug-trafficking operations, from drug manufacturing to
distribution (wholesale and retail), enforcement, and money laundering. Examples of core
organizations are the Mafia, the Colombian cartels, and the Chinese triads. Core organizations
depend greatly on secondary organizations.
2 . Secondary organizations. These operate much like subsidiaries of the core organizations
and typically perform only one function, such as transportation, money laundering, or retail drug distribution within a specific geographical area. Because they are usually isolated from one another, one organization's destruction rarely disrupts the other. However, one key element to disrupting an entire trafficking network is the elimination of the secondary organization, because the core organization cannot survive without the services of the secondary organization.
3 . Local organizations. The local organization distributes drugs within a localized area.
Although these organizations usually consist of mid- to low-level dealers who are easily replaced, the local organization is also vital to the survival of the core. After all, the local
organization furnishes the product to the drug users.
