Explain plant closing legislation


Congress passed the Worker Adjustment and Retraining Act (WARN) in August, 1988 which went into effect on February 4, 1989 which required employers with 100 or more employees to give sixty days' advance notice prior to any plant closings or mass layoffs. The employer must give written notice of the closing or mass layoff to the employees or their representative, to the state economic development officials, and to the chief elected local government official. Although the legislation speaks of plant closings, the courts have held that it applies to employers such as law firms, brokerage firms, hotels, and casinos.
