CAPTA was passed by congress in 1974. It creates federal programs for research on the causes of abuse and neglect, and aims to implement best practice programs. CAPTA requires states to create child welfare plans in order to get federal funding. The plans need to provide for mandatory reporting, processes and systems. CAPTA requires that state plans include a system for responding to reports. CAPTA also requires the courts to appoint guardian ad litems to represent every child in judicial child welfare cases.
