Answers may vary. There is no right solution for this answer, but hopefully the student will provide a strong analysis of the situation. Generally, if you are concerned about ease of use, it might make sense to have a long period of beta testing, or a pilot test, to make sure all of the bugs are worked out. It is also much easier to sell the project to one location if there has been a very successful launch at another location.
