The NLRB has responsibility for ensuring that the union, employees, and management comply with the NLRA during an organizing campaign. The NLRB will investigate claims of unfair labor practices and issue rulings. In addition, the NLRB reviews authorization cards to ensure they are valid. They will then determine how to define the bargaining unit (determine which employees are eligible to vote in the representation election and be covered by the contract.) The NLRB is responsible for scheduling and conducting the election in such a manner as to ensure laboratory conditions of voting that will allow each employee to cast a ballot that truly represents their uninhibited desire regarding representation.
