• Phase 1 is target selection, which must be done in a systematic manner based on utility, probability of success, required resources, and objective. Phase 2 is data collection regarding any suspected criminal activity, but not based on race, color, national origin, etc. Phase 3 is data collation and analysis, which may include linked data charts, data integration and clarification, and inferences. Phase 4 is dissemination of the intelligence, which can be difficult in practice.
