Section 504 of the Rehabilitation Act of 1973 is a civil rights law designed to prohibit discrimination against individuals with disabilities. The intent of this plan is to create equal opportunities for all persons with disabilities. Section 504 protects all persons with disabilities across the life span, not just school-aged children. Schools may provide a 504 accommodation plan to a child who is referred for special education services but who does not qualify under IDEA, or schools may provide a 504 accommodation plan to a child who has suffered from abuse, neglect, or other traumatic experiences, and to a child with health needs such as diabetes, asthma, severe allergies, and so on. Schools might also provide a 504 accommodation plan to a child with a low IQ who does not meet the criteria for having an intellectual disability.
