What is the current status of the rule of three?

At one time, the rule of three was common (promulgated by civil service commission); it restricted hiring authorities to interviewing the top three candidates. This junction is still in place in many federal agencies although much criticized. In many civil service systems, the allowable numbers is often expanded to a rule of four, five or six. Today, the tendency is to give the hiring authority discretion to interview any number it wishes of those deemed to meet the minimum qualifications.
