After the War for Independence, a confederal system under the Articles of Confederation was established. This system increasingly came into question, as the colonists realized that a stronger union would be necessary to preserve unity, ensure national defense, and protect certain guaranteed rights and liberties. In Philadelphia in 1787, delegates drafted a new federalist system that included dual sovereignty and also modified the sovereignty of existing state governments.
