Explain the significance of the Rand study and traditional investigation

The Rand study is valuable today in the 21st century. It points out issues that need to be dealt with to insure that the investigative/detective unit is working at peak efficiency, using the technological innovations such as DNA, CCT, and information technology. This study needs replication on the validity of clearance rates including criminal confessions that result in lies traded for lower sentences. The over-collection of physical evidence, the lack of prosecutor involvement, and unaccountable professional time are also issues. The gulf between the investigative division, the line officer, and its middle management must be narrowed and integrated but probably will not happen given the persistence of police culture and role of experts.
