Answer: More severe punishment may deter criminal behavior. However, there is no conclusive evidence that harsher sentences will deter criminal behavior. Perhaps certainty of punishment is more important. Offenders may consider the risk of being caught before they commit their crime. If the risk is great, the offender will probably be deterred. If the offender is punished soon after committing a crime, both specific and general deterrence may be greater. Certainty of punishment appears to be the most important of the three.
