Decertification occurs when an officer’s training credentials are revoked which makes him or her unemployable as a law enforcement officer. The major limitation on using decertification statistics as a measure of police misconduct is that it does not provide an accurate or complete picture of police misconduct. This happens for a number of reasons: first, decertification is not even an option in some states, as only 45 states allow it. Next, decertification is generally a punishment for the most severe forms of police misconduct. As such, it is a measure of the most severe incidents of misconduct, but certainly not an accurate portrayal of misconduct overall. Finally, the rules on what actions are grounds for decertification vary by jurisdiction, so there is no uniformity.
