You need to be careful about what actions you can take when a person merely brags or talks in this manner. In most states that would be sufficient rationale to fire the individual. You need to inform your boss because these behaviors cause problems to the employer if the individual's actions are in any way connected to the company. While you cannot make him take counseling, you could suggest that he do so. In some states you could make this a condition of his employment. In addition, you must address the issue that his bragging may be creating a hostile working environment.
