Why do companies need a long-term talent management strategy and a short-term tactical strategy?

What will be an ideal response?

When a new competitor enters the market with a substitute product or when the economy goes sour, investment in human capital may be suspended for a short period of time. Then, short-term tactics must be put in place to get past the economic downturn and keep employees motivated until the market improves.
