Simply put, it means that all students, including those with disabilities, will participate in the general education curriculum and will meet certain standards in that curriculum. First, progress is promoted and required by federal law: IDEA stipulates that the IEP must show how a student in involved in the general education curriculum, and how the student's progress will be assessed. Second, standards-based reform is used to identify academic content that students must master and standards by which their proficiency in the general curriculum is measured. Third, ESEA requires states to establish challenging academic content and student achievement standards for all students, not just minimum standards of achievement.
