According to Vygotsky, development occurs as a direct result of social interaction that uses language to help developing individuals acquire the cognitive tools of their culture. The example of the Yu'pik people having 99 different concepts for ice, whereas, for the most part, mainstream Americans have only one or a very few, illustrates development in a cultural context.
