Who is allowed to use float on construction projects and why?

It used to be that a contractor owned float but the policy has changed on who actually owns, or has use of, float. It is no longer considered to be for the exclusive use of contractors (Zack, 1992b). In fact, many contracts have provisions stating that float is not for the exclusive use of any party to the contract. Contract language sometimes goes further and states that float is a project resource and could be used by whichever party first consumes it and that no time extensions will be granted until all of the float has been used up.
