No all students in the class need the same amount of teacher directed time because their needs differ. Nor should all students be reading the same texts. Interests, text complexity and background knowledge should be considered when suggesting or assigning texts to students. Finally, different students need different tasks. Some need a bit more focus on word recognition and vocabulary while others need less direct instruction.
