According to IDEA, the original intent of inclusion was to enhance children’s education by providing a normalized social setting for children with disabilities to learn in. This provision, however, was intended to be “as appropriate” based on a child’s needs, thus not all children with a disability would (or must) be placed in inclusive placements. Doing this would mean abandoning the idea of what was most appropriate for a child’s needs. So, while IDEA stipulates that “to the maximum extent appropriate,” regarding inclusive placement, it doesn’t mean all students should be placed in such settings. Student answers will vary on the second part of the question, but most may answer that “yes” schools have moved away from the original intent and attempt to place all children in inclusive environments, even when not appropriate to the child.
