What will be an ideal response?


The short term is based on election phases, at the federal level every 4 years coincident with the election of the president. Thus, the longest short term is 8 years but can be only four. At the state level, the phases are determined by the election of the state executive or governor. Many if not most initiatives and changes in the government take time off in more than 4 years. The duality, then, is a matter of dealing with long-term initiatives that must survive a change in leadership at the top versus short-term efforts that may abruptly end, whether complete or not.
