While working as a probation officer for the U.S. District Courts, Megan Romanowski, BSW, was given the task of supervising parolee Robert Sanchez. Robert adjusted well to the community setting—he had a stable job and living situation—and even developed a good working relationship with Megan. But when Robert was involved in another robbery, Megan was forced to make a decision about what to recommend to the judge regarding his sentence.


Robert Sanchez was a 44-year-old Puerto Rican male. He was divorced. He had two children from his marriage: a son, age 19, and a daughter, age 13. He had a history of drug use, and his drug of choice was heroin. He admitted that his crimes were committed to support his drug addiction. He lived in St. Louis for thirteen years before he was arrested and convicted of bank robbery. While in prison he was convicted of possessing contraband marijuana.
After being released from prison, he requested and received permission to move to Detroit, Michigan, where he was placed under probation supervision.
Robert’s first probation officer, Kristen, worked with Robert for three months and noted that he made a smooth transition into the community. He lived with his brother and worked at a local restaurant. Megan became his new probation officer after Kristen left the agency.
Robert met with Megan to discuss his progress on his supervised release plan. He had remained drug free and complied with his supervision plan since his release. On August 15, 2002, however, he was involved in a robbery at the restaurant where he was employed. He was arrested for his involvement on September 20.
