Because of the increasing diversity of today’s families in America, there are more families from different cultural backgrounds. Some of these families have children who grow up learning a language other than English. Other families have low incomes even though both parents work. Publicly funded early childhood programs provide the children of these families with good educational opportunities. For instance, children who do not speak English well can enroll in programs that teach English as a second language.
