There is currently a city in Arizona with a reputation for not giving any breaks on tickets. This reputation has been around for several years

The normal talk about the police in that city is that you don't want to get stopped by them because they are out watching for you and never give warnings. What are the pros and cons of having a reputation such as this?

Having a reputation for writing tickets does not contribute in a positive way to public relations. This may even cause someone to run from the police in hopes to avoid a ticket or arrest. On the other hand, criminals are likely to hear about the ‘hard-nosed" law enforcement and avoid that town in order to remain unknown from the police. Law abiding citizens might enjoy the tough patrol because it would slow other drivers down and not effect on them personally.
