ANSWER: AOT allows someone with a serious mental illness and a history of medical noncompliance to be released into the community (instead of committed to inpatient services) with a court-ordered treatment plan. AOT programs have developed as a response to the shortage of inpatient services in existence as well as poor coordination between inpatient hospital settings and community mental health clinics. Stigma, shame, discrimination, people are not aware of their condition, inability to afford treatment, fear of the system, belief that their symptoms are physical rather than psychological.
