Diagnosing whether a child has a learning disability is often a difficult task because federal guidelines are just guidelines-not nationwide standards. It is up to each state, or in some cases school systems within a state, to determine how to define and implement a diagnosis of learning disabilities. The same child might be diagnosed as having a learning disability in one school system but not in another.
