Ans: RTI is a model for delivering scientifically based, schoolwide, multitiered systems of support (MTSS), which are designed to promote improved academic performance for all students and minimize behavior problems. Through the RTI model, students who are identified as at risk for poor academic achievement are eligible to receive additional educational support. Tier 1 is the primary level, which consists of high-quality, evidence-based core instruction for all students. Tier 2, or secondary intervention, involves about 15 percent of students who have been identified through universal screening as at risk and in need of intensified instructional support. Tier 3, the tertiary level, is more intensified intervention and is appropriate for approximately 5 percent of students.
