What is the significance of the National War Labor Board in the development of U.S. labor relations?

A National War Labor Board was created by President Roosevelt to resolve labor disputes without interruptions in war production. The NWLB was made up of representatives from business, labor, and the government. The decisions of the NWLB helped to create a more bureaucratic form of unionism whereby decisions were made from the top down (by union leaders), rather than the bottom up (through worker militancy) and worker complaints were heard through formalized grievance procedures. In addition, the NWLB created fringe benefits as an alternative to wage increases which were prohibited due to government wage controls. Many of these elements of the labor relations relationship established through the work of the NWLB remain in place today.
