Citizens need to have knowledge of what their elected representatives are up to in order to keep a watch over their activities and to hold them accountable at the voting booth. Elected officials need information in order to convince voters to send them into office and to carry out their wishes. But the problem with collecting and acting on information is that the information must be accurate and reliable while still affordable. For this reason, a variety of scientific tools and techniques, such as scientific random sampling and well-constructed surveys, are used to obtain information.
