They ruled that learning disabilities are a valid construct, that individuals with learning disabilities experience them throughout their lives, and that they require a special education. They also ruled that the exact prevalence of LD is unknown and that the link between processing disabilities and LD has not been adequately established. It was decided that IQ-achievement discrepancy is an inadequate method of identifying LD, and that the use of reliable and valid data from progress monitoring is a promising addition for doing so. Lastly, they noted that much is known about effective interventions for students with learning disabilities and yet ineffective interventions continue to be used.
