How should depreciation expense be reported in the government-wide statement of activities?

Depreciation expense for capital assets that are clearly identified with a function or program should be included in the expenses of that function or program. Similarly, depreciation expense for infrastructure assets should be reported as a direct expense of the function responsible for the infrastructure assets. Depreciation expense for shared assets should be allocated to functions on an appropriate basis. Depreciation expense for assets that essentially benefit all functions, such as the city hall, may be reported as a separate line item or on the same line as the General Government or similar function. If a government opts to report unallocated depreciation expense as a separate line item, it should indicate that the amount reported on that line does not include depreciation expense reported as part of direct expense of functions or programs.
