According to PL 99-457 Part C, infants and toddlers are eligible for services if they meet what criteria? How might you modify this criteria to be even more inclusive?
What will be an ideal response?
To be eligible for services, infants and toddlers must have (1) a cognitive, physical, communication, social or emotional, or adaptive developmental delay; (2) have a physical or mental condition that has a high probability of resulting in a delay; and (3) they are medically or environmentally at risk for substantial delay if early intention is not provided. Students may suggest modifications such as expanding the definition of environmental risks such as children living below the poverty line or children experiencing traumatic life experiences such as losing a parent.
