Why is an ombudsman necessary in a prison?

Answers should include some mention of the idea that an ombudsman is necessary in a prison so that no particular group (inmates or staff or administration) gets too far out of control. There needs to be some sort of middleman to help make decisions so that one group does not become too powerful. There needs to be a place to voice complaints or concerns. The ombudsman provides this necessary outlet.
