An organization may be formally defined as a consciously coordinated social entity, with a relative identifiable boundary, that functions on a relatively continuous basis to achieve a common goal or set of goals. Organizations consist of many pieces that must be coordinated. Large and medium-sized police departments will have patrol, traffic, detective, training units, and so on. All of these units must be coordinated so that they work together ensuring that the department effectively achieves its goals and objectives. When there is inadequate coordination, a police department likely will not be effective.
